Vero Crime has obtained an email sent from concerned citizens to the Vero Beach City Council with the results of the OFFICIAL Vero Beach Police Union Survey of Officers. The email was sent on March 14th 2025 alerting the Council of the extremely negative survey results. As of now the Council has yet to address any of the issues uncovered in the survey. Mayor Cotugno and Council,
As a group of concerned citizens and officers we would like to provide you with a copy of the survey completed by the VBPD Union in late 2024. This was an anonymous survey delivered to all Union members via survey monkey. Most questions allowed the respondents to leave comments, but comments were not required.
Chief Currey refused to meet with Union representatives to review the survey. After scheduling several meetings and cancelling them, Chief Currey said the the City Attorney had advised him not to meet with the Union to review the survey. This is quite troubling as the survey was intended to poll VBPD officers on present practices and ideas to improve the VBPD. It is very apparent from Chief Currey’s refusal to meet, that the top administration has no desire to improve conditions or listen to sworn officer’s opinions at this time, which actually confirms the statements made by officers contained in the survey.
We are reaching out to the Council because we believe that you are not informed by the City Manager, the City Attorney or Chief Currey of their behind the scenes decisions that impact all the officers and citizens of Vero Beach. The City of Vero Beach has a long history of burying the bad news and acting surprised when the buried items come to light. This is evidenced by recent events involving the Finance Director that were well known by the City Manager, yet he stated he was “flabbergasted” when the news broke to the public. Unfortunately, in politics it seems that deceiving the general public for self preservation has become a common practice. We are not blaming the Council because we believe that COVB and VBPD leadership is not being truthful with you. We are asking for your help to secure integrity back to our PD and the COVB.
In the survey you will see that:
82.5 % of officers do not believe that a HR complaint would be fairly and accurately investigated by Manus
87.18 % of officers do not believe that the PD is properly prepared to handle a natural disaster
77.50% say turmoil in VBPD administration has affected their morale
72.50% say there is not a strong sense of unity in the department
90% say the VBPD has been slow to adapt to modern policing (utilization of technology)
77.50% feel that the agency puts public perception ahead of officers concerns
62.50% feel that their work is not valued or appreciated by the top administration.
These are only a few of the statistics contained in the survey attached. The comments are even more telling of the current state of affairs. Multiple concerns were voiced.
We realize that the Council is inundated with problems right now, but we believe that you deserve to know the truth.
Thank you for your time.

The Fix is In! It’s Very Apparent this is a Do Nothing for the People who Voted them in, unless there is Some Personal Gain for them! Just ask Linda Moore! Time to Give this City Council a Good Enema!
